USPS has non-standard package fees and non-compliance fees for packages that exceed certain lengths for the following Mail Classes:

Non-Standard Package Fee calculation
Fees are calculated based on dimensions provided and included in the total rate. Note that fees are additive. If a package is greater than 22" in length and greater than 2 cubic feet, both length and volume fees will be applied.
Length Fee
USPS Priority & Priority Mail Express
Parcels that exceed 22 inches but not greater than 30 inches in length, add $4.00.
Parcels that exceed 30 inches in length add $18.00.
USPS Ground Advantage
Parcels that exceed 22 inches but not greater than 30 inches in length, add $4.00.
Parcels that exceed 30 inches in length add $8.40.
Cube Fee
USPS Priority & Priority Mail Express
Parcels that exceed 2 cubic feet (3456 cubic inches), add $30.00.
USPS Ground Advantage
Parcels that exceed 2 cubic feet (3456 cubic inches), add $18.00.
How to calculate cubic feet:
Measure the Length, Width and Height in inches rounded down to the nearest 0.25 inch.
Multiply the Length * Width * Height (LxWxH) and then divide by 1728.
Dimension Non-Compliance Fee
A $1.50 fee is levied on packages greater than 1 cubic foot or 22" in length if dimensions are not provided or inaccurate. This fee plus any fees for non-standard package sizes are assessed via the USPS Automated Package Verification (APV) system.
