What is an ECCN or EAR99 number?

When sending an international shipment, some items and or countries may require additional information in order to clear customs. The information below will go over when you may need additional export information.

Definitions

ECCN- The Export Control Classification Number is a five-character alpha-numeric designation used to classify goods, technology and software on the CCL to identify certain dual-use items for export control purposes.

CCL-The Commerce Control List (CCL) is a list of categories and product groups used to help you determine whether an export license is needed from the U.S. Department of Commerce for U.S. exports.

EAR99- If your item falls under the jurisdiction of the U.S. Department of Commerce and is not listed on the CCL, it is designated as EAR99.

When does an international shipment need an ECCN?

  1. Shipments valued at $2,500 or more already require an EEI filing which requires the ECCN number.

  2. Shipments regardless of value going to Russia, China or Venezuela, will require the ECCN number.

  3. If the items in the shipment are on the Commerce Control List.

  4. Check the BIS website at: https://www.bis.doc.gov/index.php for information specific to the country you are shipping to.

EAR99

If your item falls under the jurisdiction of the U.S. Department of Commerce and is not listed on the CCL, it is designated as EAR99. The majority of commercial products are designated EAR99 and generally will not require a license to be exported or reexported. However, if you plan to export an EAR99 item to an embargoed or sanctioned country, to a party of concern, or in support of a prohibited end-use, you may be required to obtain a license.

Where to enter the ECCN number in XPS Ship

The ECCN# field will only populate in XPS Ship for shipments going to Russia, China, or Venezuela. For all other regions that the ECCN# is required you would enter it on the EEI that was filed. After selecting the checkbox to "Include commercial invoice" the ECCN# fields will populate below each line item description. If the item is not listed on the CCL, you will enter "EAR99"
